Star didn't become a city until 1997, and your plumbing knows it
The settlement dates to 1905 — travelers heading between Middleton and Boise used the star on the schoolhouse to find east and west, and the name stuck. That schoolhouse still stands as the home of the Star Historical Society. But Star didn't incorporate until December 1997, so most of what surrounds the old downtown was developed as county ground, on whatever water and waste system each parcel could support.
The practical result: Star is a patchwork, not a grid. Some addresses are on the Star Sewer and Water District, which has run central water and sewer here since 1966 across an area bounded roughly by the Ada–Canyon county line and Kingsbury Road on the west, Highway 16 on the east, the Boise River to the south and the foothills to the north. Other addresses inside that same box are on a private well, a septic tank, or both.
That's the first thing we confirm before recommending anything, because it changes the whole approach — a backup on district sewer is a sewer call, a backup on a tank is a septic call, and the wrong first move on septic is expensive. Two more wrinkles:
- Star straddles two counties, so septic permitting depends which side of the line you're on: Ada County parcels through Central District Health, Canyon County parcels through Southwest District Health.
- On septic, chemical drain cleaner is off the table — it kills the bacteria the tank depends on. Mechanical clearing only, and pump on a schedule rather than waiting for symptoms.

What actually breaks in Star homes
Newer construction, which is most of Star. The city has grown severalfold since 2000, and the great majority of homes are post-2000 builds on PEX and PVC. Those don't corrode, so the failures differ: builder-grade angle stops and fill valves reaching the end of a short life, hot water equipment sized for the model home rather than the family that bought it, and construction debris sitting in a lateral since framing. If nobody has ever looked at your main line, one sewer camera inspection in Star settles it — a bellied lateral found early is a modest repair, found late an excavation across a finished yard.
The old downtown and the older acreages. Around the historic core near the Star Bridge and the original schoolhouse, and on long-held parcels toward the river, you'll find cast-iron drain and galvanized steel supply with mature trees alongside. Both corrode inward, producing the slow pressure fade that gets blamed on fixtures for years — and old joints under old trees means root intrusion, which is why a line here can clear cleanly and back up a month later.
Two dates that fill our Star schedule
The pressurized irrigation systems serving Star's subdivisions get charged and tested through the first weeks of April, and that's when winter damage announces itself: split risers, cracked backflow assemblies, hose bibs left connected through the freeze. Idaho requires backflow assemblies tested annually by a licensed tester — do it before the system charges. The second date is the first hard freeze, since a frozen pipe rarely leaks until it thaws: a wet spot after the cold snap means call emergency plumbing in Star now.
Cabling or jetting
Cabling runs a rotating cable down the line to break through or hook out a blockage — fast, cheaper, right for one fixture with an ordinary clog, and most of what we run, at our $59 drain cleaning in Star special. Hydro jetting scours the entire inside wall of the pipe instead, earning its keep on older lines with years of grease and scale and where roots have found the joints. Repeat backups point at something structural, so we camera first — that's how the choice between a spot repair and a full sewer line repair in Star rests on evidence.
What it costs, and why we won't post a range
Everyone anchors on the low end and almost no job lands there, which sets you up to feel cheated by an honest quote. What actually moves the number: access, pipe material, how hard the problem is to diagnose, depth and run on a buried line — a water line repair in Star under a driveway isn't the same job as one under lawn — and permits. We diagnose, put a flat price in writing, and nothing beyond that happens until you approve it.
